赣州市数字政府建设三年行动计划
(2022-2024年)
为贯彻(che)落(luo)实江(jiang)西省深化发(fa)展(zhan)和改革(ge)双“一号工程”决策部署,加(jia)(jia)快推(tui)进(jin)我(wo)(wo)市数(shu)(shu)字(zi)政(zheng)(zheng)府(fu)建(jian)设(she),创新(xin)政(zheng)(zheng)府(fu)管理和社会治理模式,推(tui)进(jin)政(zheng)(zheng)府(fu)决策科学化、社会治理精准化、公共服务高效化,根据(ju)《国务院关于(yu)加(jia)(jia)强数(shu)(shu)字(zi)政(zheng)(zheng)府(fu)建(jian)设(she)的指导意(yi)见》《江(jiang)西省数(shu)(shu)字(zi)政(zheng)(zheng)府(fu)建(jian)设(she)三年行动计划(hua)(2022-2024年)》等(deng)文件精神,结合(he)我(wo)(wo)市实际,制(zhi)定本行动计划(hua)。
一、总体要求
(一)指导思想
以(yi)习(xi)近(jin)平(ping)(ping)新时代(dai)中国(guo)特(te)色社(she)会主义思想为指导,全面(mian)贯(guan)彻(che)落实党(dang)的(de)十(shi)九(jiu)大和(he)十(shi)九(jiu)届(jie)历次全会精(jing)(jing)神,持(chi)续深入贯(guan)彻(che)习(xi)近(jin)平(ping)(ping)总(zong)书记(ji)视察江西(xi)和(he)赣州重要(yao)讲话精(jing)(jing)神,践(jian)行“作示范、勇争先”的(de)目标要(yao)求(qiu),立足新发展(zhan)阶(jie)段(duan)、贯(guan)彻(che)新发展(zhan)理(li)念、构(gou)建新发展(zhan)格(ge)局(ju),按照省(sheng)第(di)十(shi)五次党(dang)代(dai)会、市(shi)第(di)六次党(dang)代(dai)会部署和(he)省(sheng)委(wei)书记(ji)易炼红(hong)对(dui)赣州提出(chu)的(de)“六个第(di)一等”要(yao)求(qiu),以(yi)推(tui)进政府数字化(hua)转型(xing),建设人(ren)民满意的(de)服务型(xing)政府为目标,加快(kuai)推(tui)进数据赋(fu)能,提升治理(li)体系(xi)和(he)治理(li)能力现代(dai)化(hua)水平(ping)(ping)。
(二)工作目标
通(tong)过数(shu)(shu)字化驱(qu)动,建(jian)设上(shang)下联通(tong)、部门(men)协(xie)同、共享开放(fang)的(de)“大平台支撑、大系统智治(zhi)、大数(shu)(shu)据赋能、大服(fu)务(wu)(wu)惠民”的(de)数(shu)(shu)字政(zheng)(zheng)府(fu)(fu)(fu)。到2022年底,建(jian)立高位推(tui)动、权责(ze)明确、统一(yi)(yi)(yi)(yi)协(xie)调的(de)数(shu)(shu)字政(zheng)(zheng)府(fu)(fu)(fu)工作机制,数(shu)(shu)字基(ji)(ji)(ji)座得到夯实(shi),打通(tong)数(shu)(shu)据壁垒,更多高频事(shi)项“网上(shang)办(ban)、掌上(shang)办(ban)”,“城市大脑”框架(jia)基(ji)(ji)(ji)本(ben)建(jian)成(cheng)(cheng),上(shang)线一(yi)(yi)(yi)(yi)批数(shu)(shu)字化应用项目;到2023年底,一(yi)(yi)(yi)(yi)体化数(shu)(shu)字基(ji)(ji)(ji)座框架(jia)基(ji)(ji)(ji)本(ben)形成(cheng)(cheng),建(jian)成(cheng)(cheng)一(yi)(yi)(yi)(yi)批具有赣州特色的(de)智慧应用场景,数(shu)(shu)据共享与开放(fang)达(da)到更高水平,智慧城市建(jian)设成(cheng)(cheng)效显(xian)现(xian);到2024年底,政(zheng)(zheng)务(wu)(wu)服(fu)务(wu)(wu)“一(yi)(yi)(yi)(yi)网通(tong)办(ban)”比例达(da)100%、电子证照使用达(da)95%,智能审(shen)批和“一(yi)(yi)(yi)(yi)件(jian)事(shi)一(yi)(yi)(yi)(yi)次办(ban)”事(shi)项分别达(da)500件(jian)以上(shang),高频政(zheng)(zheng)务(wu)(wu)服(fu)务(wu)(wu)实(shi)现(xian)“全市通(tong)办(ban)”“跨域通(tong)办(ban)”,“城市大脑”运行高效,公共服(fu)务(wu)(wu)便捷便利,社会(hui)治(zhi)理(li)精细精准,政(zheng)(zheng)府(fu)(fu)(fu)决策科(ke)学合理(li),数(shu)(shu)字政(zheng)(zheng)府(fu)(fu)(fu)建(jian)设整体水平迈入全省先进行列(lie)。
(三)总体架构
围绕基础底(di)座(zuo)、数据资源(yuan)、综(zong)合监管(guan)、数字政(zheng)(zheng)务(wu)、民生服(fu)务(wu)、数字治理、政(zheng)(zheng)府协同、数字决策、安全防护等(deng)(deng)方(fang)面(mian),构建“1356”架构数字政(zheng)(zheng)府体(ti)系。在城市管(guan)理、市场(chang)监管(guan)、生态保护、医疗卫生、社区服(fu)务(wu)、交通出行等(deng)(deng)方(fang)面(mian)打造百个智慧应用(yong)场(chang)景。
“1”:一套数(shu)字底(di)座。建(jian)设全市(shi)统一的电子政(zheng)务(wu)外网(wang)和政(zheng)务(wu)云计算数(shu)据中心,提供网(wang)络链路、计算存储等(deng)资源,为数(shu)字政(zheng)府提供基础(chu)支撑。
“3”:三大平(ping)(ping)(ping)台(tai)(tai)建(jian)设(she)。迭代升(sheng)级(ji)(ji)“赣(gan)服通”赣(gan)州分厅政务服务平(ping)(ping)(ping)台(tai)(tai),推出(chu)具有赣(gan)州特色的政务服务新模式;持续拓展“赣(gan)政通”平(ping)(ping)(ping)台(tai)(tai)功能,实(shi)现(xian)政务办公“跨层(ceng)级(ji)(ji)、跨部(bu)门(men)、跨系统(tong)”大协同;加快建(jian)设(she)“城(cheng)市大脑”平(ping)(ping)(ping)台(tai)(tai),提(ti)升(sheng)“数治赣(gan)州”智(zhi)慧城(cheng)市水平(ping)(ping)(ping)。
“5”:五大(da)保障措(cuo)施(shi)。做(zuo)好组(zu)织(zhi)领导、机制体制、资金(jin)配套、人才(cai)队伍(wu)、考(kao)核评估等方面保障措(cuo)施(shi)。
“6”:六大领域赋(fu)能。聚(ju)焦(jiao)数(shu)(shu)(shu)据资源利用、数(shu)(shu)(shu)字(zi)综合监管(guan)、数(shu)(shu)(shu)字(zi)政务(wu)服(fu)(fu)务(wu)、数(shu)(shu)(shu)字(zi)惠(hui)民服(fu)(fu)务(wu)、数(shu)(shu)(shu)字(zi)社会(hui)治理(li)、政府运行(xing)协同等(deng)六大重点领域,深化(hua)数(shu)(shu)(shu)据赋(fu)能行(xing)动,持续拓展应用开(kai)发和迭代升级,全(quan)面提升数(shu)(shu)(shu)字(zi)政府建设水平。
二、重点任务
(一)夯实基础底座支撑
1.加快“双(shuang)千(qian)兆”城(cheng)市(shi)基础设(she)施建设(she)。促进我(wo)市(shi)“双(shuang)千(qian)兆”网络(luo)协(xie)同发(fa)展(zhan),加快推(tui)动5G网络(luo)由(you)规(gui)模(mo)建设(she)、广泛覆(fu)(fu)盖(gai)建设(she)转(zhuan)向按需(xu)建设(she)、分(fen)场(chang)景建设(she),实(shi)现(xian)重点产业园区、旅(lv)游景区等场(chang)所(suo)5G网络(luo)深度(du)覆(fu)(fu)盖(gai)。加大推(tui)动城(cheng)市(shi)地(di)区全光接入(ru)网向用户端延(yan)伸。到2022年(nian)底,实(shi)现(xian)城(cheng)市(shi)家庭千(qian)兆光纤网络(luo)覆(fu)(fu)盖(gai)率、重点场(chang)所(suo)5G网络(luo)通(tong)达率超过80%,每(mei)万(wan)人(ren)拥有5G基站数超过12个。〔责任单位:市(shi)工信(xin)局、中国电信(xin)赣(gan)州(zhou)分(fen)公(gong)司、中国移动赣(gan)州(zhou)分(fen)公(gong)司、中国联通(tong)赣(gan)州(zhou)分(fen)公(gong)司、中国广电赣(gan)州(zhou)市(shi)分(fen)公(gong)司、中国铁塔赣(gan)州(zhou)分(fen)公(gong)司〕
2.升(sheng)级改造电子(zi)(zi)政务(wu)外(wai)网(wang)(wang)(wang)。根据(ju)全(quan)(quan)省统(tong)(tong)一部(bu)署,优化政务(wu)网(wang)(wang)(wang)络(luo)(luo)节(jie)点架(jia)构(gou),推进赣(gan)州(zhou)市(shi)电子(zi)(zi)政务(wu)外(wai)网(wang)(wang)(wang)核心机(ji)房、骨干路由、网(wang)(wang)(wang)络(luo)(luo)交换、安全(quan)(quan)设(she)备(bei)等基础(chu)设(she)施升(sheng)级改造。扩展市(shi)县政务(wu)网(wang)(wang)(wang)络(luo)(luo)带(dai)宽资源(yuan),实现纵向(xiang)延(yan)伸、横向(xiang)联通的全(quan)(quan)覆盖网(wang)(wang)(wang)络(luo)(luo)格(ge)局,建立(li)全(quan)(quan)市(shi)统(tong)(tong)一的电子(zi)(zi)政务(wu)外(wai)网(wang)(wang)(wang)智能管(guan)(guan)理平台和管(guan)(guan)理机(ji)制,打造高速稳定、安全(quan)(quan)可(ke)靠的电子(zi)(zi)政务(wu)网(wang)(wang)(wang)络(luo)(luo)。〔责(ze)任(ren)单位:市(shi)行政审批局、市(shi)直各部(bu)门,各县(市(shi)、区)人(ren)民(min)政府(fu),赣(gan)州(zhou)经开(kai)区、蓉江(jiang)新区管(guan)(guan)委(wei)会〕
3.建(jian)(jian)设市(shi)(shi)级云计算大(da)数(shu)(shu)据(ju)中心(xin)。以建(jian)(jian)设“赣(gan)深数(shu)(shu)字经(jing)济走廊”算力网络枢纽核心(xin)节点为目(mu)标(biao),按照“两地三中心(xin)”规划(hua)布局(ju),坚持统筹规划(hua)、建(jian)(jian)用并重、适度超前、绿(lv)色低(di)碳的原则,统筹全市(shi)(shi)云计算资源,采取政府主导多(duo)方合(he)作(zuo)模式,到2024年(nian)(nian)底,建(jian)(jian)成3000个(ge)标(biao)准机柜的市(shi)(shi)级统一云计算大(da)数(shu)(shu)据(ju)中心(xin),推动上(shang)云用数(shu)(shu)赋智,满足(zu)未来5至8年(nian)(nian)全市(shi)(shi)政企上(shang)云需求。〔责(ze)任(ren)单(dan)位:市(shi)(shi)行政审(shen)批(pi)局(ju)、市(shi)(shi)国投集团,各县(xian)(市(shi)(shi)、区(qu))人(ren)民政府,赣(gan)州经(jing)开区(qu)、蓉江新区(qu)管委会〕
4.打造(zao)共性技术(shu)支撑平(ping)台(tai)(tai)。融合云计算(suan)、物联网、大(da)数(shu)据(ju)、人工智(zhi)能、区块链等(deng)技术(shu),建(jian)设基础云平(ping)台(tai)(tai)、区块链基础平(ping)台(tai)(tai)、数(shu)据(ju)全生命周期管(guan)理平(ping)台(tai)(tai)、视频汇聚(ju)平(ping)台(tai)(tai)、城市(shi)运(yun)行(xing)管(guan)理平(ping)台(tai)(tai)、GIS平(ping)台(tai)(tai)、物联网平(ping)台(tai)(tai)、数(shu)据(ju)中(zhong)台(tai)(tai)、业(ye)务(wu)中(zhong)台(tai)(tai)及AI中(zhong)台(tai)(tai)等(deng)共性技术(shu)平(ping)台(tai)(tai),打通(tong)各(ge)部(bu)门智(zhi)慧应用业(ye)务(wu)流和数(shu)据(ju)流,构建(jian)全市(shi)共性技术(shu)与(yu)应用支撑平(ping)台(tai)(tai)。〔责(ze)任(ren)单(dan)位:市(shi)行(xing)政审(shen)批局(ju)(ju)、市(shi)委政法(fa)委、市(shi)公安局(ju)(ju)、市(shi)城管(guan)局(ju)(ju)、市(shi)交(jiao)通(tong)运(yun)输(shu)局(ju)(ju)、市(shi)生态(tai)环境局(ju)(ju)、市(shi)水(shui)利局(ju)(ju)、市(shi)气(qi)象局(ju)(ju)、市(shi)住建(jian)局(ju)(ju)、市(shi)应急管(guan)理局(ju)(ju)、市(shi)自然资源局(ju)(ju)等(deng)市(shi)直相关部(bu)门〕
(二)推进数据资(zi)源高效利用
5.加(jia)强数(shu)(shu)据(ju)(ju)(ju)资(zi)源管(guan)理(li)。落实《赣州市(shi)(shi)(shi)政(zheng)务信(xin)息(xi)化项目(mu)管(guan)理(li)办法》,统(tong)(tong)筹(chou)规划全(quan)市(shi)(shi)(shi)各部(bu)门政(zheng)务信(xin)息(xi)化项目(mu)建设(she)和(he)(he)管(guan)理(li),避免重复建设(she)和(he)(he)资(zi)源浪费。完善全(quan)市(shi)(shi)(shi)政(zheng)务数(shu)(shu)据(ju)(ju)(ju)资(zi)源目(mu)录(lu)体(ti)系(xi),加(jia)快对传统(tong)(tong)载体(ti)保存的公文、档案、资(zi)料等信(xin)息(xi)资(zi)源的数(shu)(shu)字化改(gai)造,推(tui)动省级统(tong)(tong)建系(xi)统(tong)(tong)数(shu)(shu)据(ju)(ju)(ju)回流和(he)(he)全(quan)市(shi)(shi)(shi)各领域公共数(shu)(shu)据(ju)(ju)(ju)汇集,将数(shu)(shu)据(ju)(ju)(ju)资(zi)源统(tong)(tong)一整合至(zhi)市(shi)(shi)(shi)属云(yun)平台(tai)。〔责任单位:市(shi)(shi)(shi)行政(zheng)审批局、市(shi)(shi)(shi)委保密和(he)(he)机要局、市(shi)(shi)(shi)发改(gai)委、市(shi)(shi)(shi)财政(zheng)局、市(shi)(shi)(shi)审计局等市(shi)(shi)(shi)直(zhi)相关部(bu)门,各县(xian)(市(shi)(shi)(shi)、区(qu))人(ren)民政(zheng)府,赣州经开(kai)区(qu)、蓉(rong)江新(xin)区(qu)管(guan)委会〕
6.打通部(bu)门(men)数(shu)据壁垒。依托全市(shi)(shi)大数(shu)据共享(xiang)交换平(ping)台,推进数(shu)据共享(xiang)改革,提升系统对接(jie)率和(he)(he)数(shu)据供给质量(liang),加快(kuai)完善人(ren)(ren)(ren)口库(ku)、法人(ren)(ren)(ren)库(ku)、自然(ran)资源和(he)(he)地理(li)空间库(ku)、电子证照库(ku)等基础库(ku)、主题库(ku)和(he)(he)专(zhuan)题库(ku),提升数(shu)据归(gui)集治理(li)和(he)(he)共享(xiang)监测能(neng)力,加大各部(bu)门(men)业务信息系统建(jian)设、升级、改造力度,增强业务协同平(ping)台支撑能(neng)力,持续推进数(shu)据赋(fu)能(neng)行(xing)动。〔责任单位(wei):市(shi)(shi)行(xing)政审批局(ju)、市(shi)(shi)发改委(wei)、市(shi)(shi)生(sheng)态环境局(ju)、市(shi)(shi)城管局(ju)、市(shi)(shi)交通运输(shu)局(ju)、市(shi)(shi)医保局(ju)、市(shi)(shi)文广新旅局(ju)、市(shi)(shi)教育局(ju)、市(shi)(shi)税务局(ju)、市(shi)(shi)自然(ran)资源局(ju)等市(shi)(shi)直(zhi)相关部(bu)门(men),各县(市(shi)(shi)、区(qu))人(ren)(ren)(ren)民政府,赣州(zhou)经开区(qu)、蓉(rong)江新区(qu)管委(wei)会〕
7.培(pei)育数(shu)(shu)据(ju)(ju)要素市(shi)场。采取政(zheng)府主导、多元合作方式(shi)开发(fa)(fa)数(shu)(shu)据(ju)(ju)资(zi)产(chan),探索数(shu)(shu)据(ju)(ju)交易机(ji)制,推动开展(zhan)数(shu)(shu)据(ju)(ju)确权、数(shu)(shu)据(ju)(ju)质量评估、数(shu)(shu)据(ju)(ju)资(zi)产(chan)定价、数(shu)(shu)据(ju)(ju)安全等方面的研究(jiu)。创新数(shu)(shu)据(ju)(ju)服(fu)(fu)务模式(shi),强化数(shu)(shu)据(ju)(ju)清洗、数(shu)(shu)据(ju)(ju)标注、数(shu)(shu)据(ju)(ju)加工等数(shu)(shu)据(ju)(ju)服(fu)(fu)务,力争发(fa)(fa)展(zhan)数(shu)(shu)据(ju)(ju)银行、数(shu)(shu)据(ju)(ju)信(xin)托(tuo)、数(shu)(shu)据(ju)(ju)中介等新兴服(fu)(fu)务业态,探索建设(she)赣(gan)南(nan)大(da)数(shu)(shu)据(ju)(ju)交易中心(xin)。〔责(ze)任单(dan)位(wei):市(shi)行政(zheng)审(shen)批局、市(shi)委网信(xin)办、市(shi)国投集团,各县(市(shi)、区)人(ren)民政(zheng)府,赣(gan)州(zhou)经开区、蓉江新区管(guan)委会〕
(三)提升数字综合监管能力
8.创(chuang)新智慧监(jian)(jian)(jian)管(guan)模式。利(li)用大(da)数据、智能风控等技术(shu),开(kai)(kai)展信用评级分类监(jian)(jian)(jian)管(guan)、市(shi)场综合监(jian)(jian)(jian)管(guan)和行政(zheng)执法(fa)助手等建(jian)设。运(yun)用物联网、视(shi)频(pin)监(jian)(jian)(jian)控、卫星(xing)遥感等技术(shu),积极(ji)推进非现场监(jian)(jian)(jian)管(guan)。提(ti)升“双随机(ji)一公开(kai)(kai)”执法(fa)监(jian)(jian)(jian)督(du)平台应用覆(fu)盖度,为完善执法(fa)程序、规范(fan)执法(fa)行为、加(jia)强(qiang)行政(zheng)执法(fa)协调(diao)监(jian)(jian)(jian)督(du)提(ti)供技术(shu)支撑。〔责任(ren)单位:市(shi)市(shi)监(jian)(jian)(jian)局(ju)、市(shi)司法(fa)局(ju)、市(shi)行政(zheng)审批局(ju)等市(shi)直相(xiang)关部门(men),各县(市(shi)、区(qu))人(ren)民政(zheng)府,赣州经开(kai)(kai)区(qu)、蓉江新区(qu)管(guan)委会〕
9.加快(kuai)智(zhi)(zhi)能(neng)(neng)(neng)(neng)感知(zhi)平(ping)台(tai)(tai)建(jian)设(she)(she)。依托窄带物联网(NB-IoT)、增强机器类通(tong)信(eMTC)、远距离无(wu)线(xian)电(dian)(LoRa)等新一(yi)代移动物联网技术,在中心(xin)城(cheng)(cheng)区(qu)部(bu)署(shu)集5G通(tong)信、WiFi无(wu)线(xian)、市(shi)(shi)政(zheng)照明(ming)、摄像监控(kong)、环(huan)境监测、智(zhi)(zhi)能(neng)(neng)(neng)(neng)语音广播(bo)等多种功能(neng)(neng)(neng)(neng)于一(yi)体(ti)的智(zhi)(zhi)能(neng)(neng)(neng)(neng)感知(zhi)设(she)(she)备,提高(gao)数(shu)据综(zong)合(he)采集能(neng)(neng)(neng)(neng)力,提升城(cheng)(cheng)市(shi)(shi)部(bu)件管(guan)理(li)水平(ping)。推进(jin)城(cheng)(cheng)市(shi)(shi)信息模型(CIM)平(ping)台(tai)(tai)建(jian)设(she)(she),打造城(cheng)(cheng)市(shi)(shi)三(san)维数(shu)字空(kong)间有机综(zong)合(he)体(ti),提升城(cheng)(cheng)市(shi)(shi)多维度智(zhi)(zhi)能(neng)(neng)(neng)(neng)化感知(zhi)能(neng)(neng)(neng)(neng)力。〔责任(ren)单位:市(shi)(shi)工信局(ju)、市(shi)(shi)科技局(ju)、市(shi)(shi)住建(jian)局(ju)、市(shi)(shi)城(cheng)(cheng)管(guan)局(ju)、市(shi)(shi)自然资源(yuan)局(ju)〕

(一)组织保障
成立全市(shi)数字(zi)(zi)(zi)政(zheng)(zheng)府(fu)(fu)建设(she)领导小组(zu)(zu),由市(shi)政(zheng)(zheng)府(fu)(fu)市(shi)长(zhang)任(ren)组(zu)(zu)长(zhang),市(shi)政(zheng)(zheng)府(fu)(fu)常务(wu)副市(shi)长(zhang)任(ren)第(di)一(yi)副组(zu)(zu)长(zhang),相关副市(shi)长(zhang)任(ren)副组(zu)(zu)长(zhang),高位推动(dong)数字(zi)(zi)(zi)政(zheng)(zheng)府(fu)(fu)建设(she)工(gong)(gong)(gong)作。组(zu)(zu)建工(gong)(gong)(gong)作专(zhuan)班,由市(shi)政(zheng)(zheng)府(fu)(fu)办公室牵头,市(shi)委网信(xin)办、市(shi)行政(zheng)(zheng)审批局(ju)(ju)(ju)、市(shi)发(fa)改委、市(shi)工(gong)(gong)(gong)信(xin)局(ju)(ju)(ju)、市(shi)科技(ji)局(ju)(ju)(ju)、市(shi)财政(zheng)(zheng)局(ju)(ju)(ju)等主要负责(ze)人参加,统筹推进和协调数字(zi)(zi)(zi)政(zheng)(zheng)府(fu)(fu)改革相关工(gong)(gong)(gong)作。各地各部门(men)(men)要成立相关领导小组(zu)(zu),明确内设(she)科室和人员负责(ze)数字(zi)(zi)(zi)政(zheng)(zheng)府(fu)(fu)建设(she)工(gong)(gong)(gong)作,压(ya)实(shi)各部门(men)(men)在政(zheng)(zheng)务(wu)服务(wu)、行业(ye)监管、社(she)会治(zhi)理等数字(zi)(zi)(zi)化转型(xing)责(ze)任(ren)。到2023年底,试点(dian)建设(she)一(yi)批数字(zi)(zi)(zi)机关,形(xing)成一(yi)批可复制推广的创(chuang)新(xin)模(mo)式(shi),推动(dong)建设(she)数字(zi)(zi)(zi)政(zheng)(zheng)府(fu)(fu)一(yi)体化协同发(fa)展(zhan)新(xin)格局(ju)(ju)(ju)。
(二)机制保障
建(jian)(jian)立健全(quan)数(shu)据资源管(guan)理、数(shu)字新基建(jian)(jian)运营(ying)、网络安全(quan)保障(zhang)等(deng)相(xiang)关(guan)标准及(ji)制(zhi)度保障(zhang)。聘请省级和(he)沿海发达城(cheng)市理论基础(chu)全(quan)面(mian)、实战经验丰富的(de)(de)(de)专(zhuan)家(jia)组,组建(jian)(jian)数(shu)字政(zheng)府(fu)建(jian)(jian)设(she)专(zhuan)家(jia)委员会,对数(shu)字政(zheng)府(fu)建(jian)(jian)设(she)及(ji)发展(zhan)涉及(ji)的(de)(de)(de)顶(ding)层设(she)计、重(zhong)大(da)(da)问(wen)题等(deng)提供(gong)咨询和(he)建(jian)(jian)议(yi)。拓展(zhan)大(da)(da)数(shu)据在(zai)智慧城(cheng)市、政(zheng)务服务、“一网统管(guan)”、公共(gong)安全(quan)等(deng)方(fang)面(mian)的(de)(de)(de)应用,不断提高全(quan)市政(zheng)务服务和(he)数(shu)据管(guan)理水平。
(三)资金保障
各级财政(zheng)(zheng)要统(tong)筹做好数字(zi)政(zheng)(zheng)府(fu)建(jian)(jian)(jian)设经(jing)费保障(zhang)工作(zuo),完善资(zi)金审核拨付机(ji)制,由政(zheng)(zheng)务数据(ju)管理部门牵头(tou)制定各部门信息(xi)(xi)系统(tong)和电子政(zheng)(zheng)务等项(xiang)目(mu)建(jian)(jian)(jian)设年(nian)度(du)计划,实行政(zheng)(zheng)务信息(xi)(xi)化(hua)项(xiang)目(mu)归口管理。建(jian)(jian)(jian)立市(shi)县两级财政(zheng)(zheng)共(gong)建(jian)(jian)(jian)共(gong)享机(ji)制,探索(suo)财政(zheng)(zheng)资(zi)金、社会(hui)资(zi)本等多元化(hua)可(ke)持续投入保障(zhang)机(ji)制,加强数字(zi)政(zheng)(zheng)府(fu)建(jian)(jian)(jian)设经(jing)费保障(zhang)。
(四)人才保障
全面提升公职人(ren)员数(shu)字(zi)(zi)(zi)化(hua)素(su)养,加大政府(fu)数(shu)字(zi)(zi)(zi)化(hua)专(zhuan)业人(ren)才(cai)(cai)引进和培训力度,畅通选任(ren)渠道,支(zhi)(zhi)持高校、科研机(ji)构(gou)与企事业单(dan)位联合设(she)立研究机(ji)构(gou),培养打(da)造一支(zhi)(zhi)既懂(dong)业务又(you)懂(dong)技(ji)(ji)术,适应(ying)数(shu)字(zi)(zi)(zi)政府(fu)建(jian)设(she)需要的(de)复合型人(ren)才(cai)(cai)队(dui)伍。加强各级大数(shu)据发展(zhan)(zhan)服务中心机(ji)构(gou)人(ren)员力量,每年按(an)计划(hua)招录专(zhuan)技(ji)(ji)人(ren)员,适时开展(zhan)(zhan)聘任(ren)制(zhi)公务员招聘工作,在市直部门试点建(jian)立一支(zhi)(zhi)“首(shou)席数(shu)据官”和“数(shu)据专(zhuan)员”信息化(hua)人(ren)才(cai)(cai)队(dui)伍,为数(shu)字(zi)(zi)(zi)政府(fu)建(jian)设(she)提供(gong)强有(you)力的(de)人(ren)才(cai)(cai)支(zhi)(zhi)撑(cheng)。
(五)考核保障
建立(li)透明公开(kai)(kai)的常态化考(kao)核评估机制(zhi),将数(shu)字(zi)(zi)政(zheng)府建设纳(na)入全市(shi)综(zong)合考(kao)核,建立(li)创优争先(xian)机制(zhi)和(he)定(ding)期督(du)(du)查机制(zhi)。按年度计(ji)划定(ding)期开(kai)(kai)展(zhan)重(zhong)大(da)任务落实情况督(du)(du)促检(jian)查和(he)第三方评估,加(jia)强(qiang)统计(ji)监测、协调调度、绩效评估和(he)考(kao)核监督(du)(du),加(jia)强(qiang)对数(shu)字(zi)(zi)政(zheng)府建设成果成效及运营情况进(jin)行评估。
